- Defense Secretary Delfin Lorenzana said the Philippines' military cadet exchange program with Russia is under evaluation.

- The Philippine Military Academy has confined at least five of its cadets who were seen maltreating what appears to be plebes of the military school in videos that went viral in the social media.

- The Duterte administration named Associate Justice Diosdado Peralta as the new chief justice.

- The House Committee on Agriculture and Food approved a substitute joint resolution urging Congress to authorize the use of the rice subsidy as provided in the General Appropriations Act for the purchase of palay from farmers.

- China has invited a Taliban delegation to attend an “intra-Afghan” conference in Beijing after a prospective deal between the United States and the insurgents collapsed last month.

Hong Kong’s legislature formally withdrew planned legislation that would have allowed extraditions to mainland China, but the move was unlikely to end months of unrest as it met just one of five demands of pro-democracy protesters.

- Chinese state television did not air the NBA's opening night games, and the league's streaming partner, Tencent, reduced its schedule and showed just the Lakers-Clippers contest. Outside that game at Staples Center in Los Angeles, a group of protesters chanted and offered fans T-shirts that read: "Fight For Freedom Stand For Hong Kong." A smattering of fans wore them inside Staples during the game.
